why would any body want items that give you -hp purely for the fact that they are losing out on hp??

monks seem to be asking for them alot, i cant understand why

They want superior runes for the infamous 105 "invinci" monk build. In short, with that little HP you can cast various enchantments that make it very difficult for enemies to defeat you by purely pounding on you.
